As early as 2004, you could find demonstrations by the Korean Education and Research Information Service (KERIS) of SCORM running on COMPAQ PDAs. was so entrenched that no vendor really wanted to touch SCORM at all. Can someone (a vendor) create their own form of something like xAPI, but not per se, actually xAPI? .
