So here are the development tools I used for this project. Adobe Flash - The initial interface was built in Flash. However, the Flash movie sits within Articulate Presenter and navigates to an assessment made in Articulate Quizmaker which also sits within the same Presenter project (more on this later). at 4:06 PM.

That allows you to add overlay content slides, KC slides and can also be combined in a cptx project with other content slides. When using the Submit All feature for a quiz, up till now it was not possible to localize this popup dialog box (style can be changed using the Object Style Manager): In Captivate 2017, the dialog box whidh appears when you click the option ‘Submit All Messages in Quiz, Preferences has all you need to localize everything.

But if you want to develop a highly interactive e-learning course with software simulations and interactive scenarios and assessments, you need to go with installation-based tools such as Articulate Storyline or Adobe Captivate. Articulate Storyline can also be a good choice for developing simulation based online learning courses.
