Apparently Udutu is free to author in, and there are lots of tools out there, SmartBuilder, Lectora, etc. Of course, if you’ve gone more creative in your design, you might need to actually work in, say, Flash. For production, there are lots of tools out there. Whatever your org already has it’s mitts on.
