In the late 1990s, each learning management system had its own proprietary content format, which encouraged vendor lock-in. You had to use that vendor’s tools to create e-Learning that worked with that LMS, or your content wouldn’t play. SCORM was released in 2001 and was quickly adopted by both government and industry.

Most vendors treat SHOULD*s as requirements already. Vendors had already implemented the most common authorization strategies and were able to add whatever strategies they needed to satisfy customer requests. Most vendors recognize that the road is a long one to get to significant market penetration of the 2.0 Authorization.

More than that is most often not expected and can cause you integration problems. Most LMS systems have ways to launch these kinds of reference systems (they are just a web page after all). There are a bunch of other standards by ADL (who is responsible for SCORM ), IMS , IEEE LTSC including CORDRAâ„¢ , LOM , Meta-data , etc.
