With the advent of Flash, many authoring tools started creating output that could be played by the Flash player, which meant you didn’t need special software to use the courses (if your IT org would support you having it). The Advanced Distributed Learning (ADL) initiative of the Department of Defense finally had enough.

The initial learning technology standards came out from the AICC. Several other initiatives include IEEE (which is pretty much the US based effort on electric and electronic technology standards to the international stage), and the IMS efforts from academia. Other initiatives include xAPI, sponsored by ADL to address gaps in SCORM.

To solve this problem, in 1999 the government tasked a small research laboratory, ADL, to “develop common specifications and standards for e-learning.”

On day one of our series, we learned that AICC (Aviation Industry Computer-Based-Training Committee) can be considered the first eLearning standard, used to track how learners progress through course content. That’s also evident from the fact that the AICC specification hasn’t been updated in over ten years.

It stands for Learning Tools Interoperability and it is a standard created by the IMS Global Learning Consortium. LTI is highly used in academia and higher education, so if you’re creating content or platforms in that space, we would highly recommend you support it. Governance: LTI is created and maintained by IMS; SCORM by ADL.

There are a bunch of other standards by ADL (who is responsible for SCORM ), IMS , IEEE LTSC including CORDRAâ„¢ , LOM , Meta-data , etc.
