SCORM was first developed by the Advanced Distributed Learning Initiative – ADL, a research group sponsored by the US Department of Defense. ADL recommends using SCORM 2004 3rd edition because it is more widespread compared to other SCORM versions. Does SCORM require Flash? No, SCORM doesn’t require Flash.
