And then the IMS (an initiative of Educause before being spun out as an independent effort) started creating standards, as did the IEEE (Institute of Electrical and Electronics Engineers), the major body in the US responsible for computing standards. The Advanced Distributed Learning (ADL) initiative of the Department of Defense finally had enough. The ADL provided compliance testing, so that content and systems could be validated for interoperability.

SCORM vs. LTI: what’s the difference?

It stands for Learning Tools Interoperability and it is a standard created by the IMS Global Learning Consortium. With LTI, a learner logs into an LMS (what is referred to as an “LTI tool consumer”) and typically selects a resource link to play a course. SCORM stands for Shareable Content Object Reference Model and it was developed, and is now managed, by Advanced Distributed Learning Initiative (ADL) to support the Department of Defense.

The other situation is if you are building something that is not a course, e.g., it's reference material. Most LMS systems have ways to launch these kinds of reference systems (they are just a web page after all). There are a bunch of other standards by ADL (who is responsible for SCORM ), IMS , IEEE LTSC including CORDRAâ„¢ , LOM , Meta-data , etc. Note: ARIADNE, AICC, IEEE LTSC, and IMS all participate in ADL's work on SCORM).
