The previews within captivate play perfectly (preview>project), and it’s only upon publishing and reviewing the file that I get issues. I have tried multiple file types (mp4 and flv), both input variations (event and synchronized) and multiple flash output versions (10.x x), all to no avail.

I suppose all developers are aware that the final death of Flash Player, SWF output will be there sooner than expected. As indicated in this image, never use Play Slide as Preview, only for synchronizing on the timeline. This is no longer needed: when you deactivate the playbar in CP2019, borders get deselected by default.
