What about AICC? Unless you purchased a tool that is only AICC compliant, which in that case, time to ditch it and get another one. If you purchased an AICC only, then you have to find a system that is AICC compliant. It can be SCORM too, but the AICC is the key. . SCORM is backward compatible, not forward. .

Ability to offer ads for products or ads to specific sections for folks to visit – for each child (sub-portal) - yes – every child can be skinned to look a different way then the parent. SCORM, AICC. Offers e-commerce module: Yes. Admin side – simple to find sections, easy drill down. IMO, not a big deal.
