In the past year, I have seen a wider number of vendors including the PENS course standard, which in my opinion, enables anyone who builds courses, a streamlined and fast process for publishing into a LMS/learning platform. Ease of use and catering to the novice developer became key. Additionally, why would a vendor want to offer it?
