Vendors had already implemented the most common authorization strategies and were able to add whatever strategies they needed to satisfy customer requests. Most vendors recognize that the road is a long one to get to significant market penetration of the 2.0 Authorization.

I worked with business analysts, IT and communications teams on governance for these new technologies. The first technology in that architecture was the Experience API. ADL, IEEE and many people and businesses talking about this technology call it xAPI. was so entrenched that no vendor really wanted to touch SCORM at all.
