For interactivity, we originally used Flash, and now have HTML 5 as a more secure and reliable replacement. You could use any of the many authoring tools, such as Authorware, but you needed an appropriate player. The Advanced Distributed Learning (ADL) initiative of the Department of Defense finally had enough.
