When the ADL was told to create a useful standard for eLearning in the late 90s, there were a lot of different groups who were using electronic means to teach: notably the Army, Navy and Coast Guard. You should use SCORM because it grants you the freedom to switch between the LMS so you can grow and adapt your business as your needs change.
