Storyline is widely used to convert Flash-based e-learning content, which cannot be accssed on most Smartphones and tablet PCs, into the mobile-compatible HTML5 format. The software can be used to retain most effects of Flash. Adobe Captivate. You can also publish the course to iOS and Android devices.

Lectora is $1600 for the core e-learning software, while their Inspire suite with extra multi-media tools is $2500. Lectora lags behind in both areas because you need to perform most of these tasks externally, which is slower and requires you to have your own tools or buy the more expensive Inspire suite. It depends!

Adobe Flash - The initial interface was built in Flash. However, the Flash movie sits within Articulate Presenter and navigates to an assessment made in Articulate Quizmaker which also sits within the same Presenter project (more on this later). Adobe Captivate - I used this for creating every simulation in the course.

I have been a fan of Articulate for a long time even as I worked for Adobe on the Captivate and eLearning Suite products. Storyline approaches making software simulations in a whole new ways as compared to Adobe Captivate. However if there’s a company that can do it, that is certainly Articulate.

For example, Adobe Captivate is widely used for creating software simulation-based courses and Lectora Inspire to convert text-heavy content into online courses. So, not every tool suits your requirements. For example, Flash components and scroll bars do not work on Apple devices.
