Over the years, I have used ToolBook, Trainersoft, and even Dreamweaver with Coursebuilder. It has gotten to a point where some of my courses are all developed in Flash and the e-learning authoring tools (DHTML) have been used more as a "shell" that decompiles it as a SCORM package.

As the evolution of e-learning continues, the rapid content authoring tools (RCAT) market follows suit. Open Source Free Content Authoring Tools. PENS was created in 2005 by AICC as a new interoperability standard. This is a growing market with new vendors showing up, but at the same time, others disappearing. Adobe Captivate.

AICC goes after the same thing as what I've described above for SCORM (tracking under an LMS). Note: ARIADNE, AICC, IEEE LTSC, and IMS all participate in ADL's work on SCORM). There are also standards such as WebDAV that are going to be important for authoring tool implementations in the next few years.
