CBT Prior to online learning known then as WBT, and then the latter term of e-learning (vendors today, use it to refer to content that is online), there was CBT. Thus, simulations, courses that were engaging/interactive (in many cases) was available. The vendor had partnerships with off-the-shelf providers. It was flawed.

At some point in the past, eLearning standards were built for facilitating interoperability between content and LMS; now with SCORM and especially Tin Can API, it’s about tracking learning experiences as much as it is about interoperability. With SCORM, you could not track this as learning data, which was part of your course.

There are different levels of SCORM compliance, as some LMS can only read and deliver the course but do not track attendance, scores or save the learner’s progress. Progress Tracking. It allows for tracking the learner’s progress in a standardized way and feeds it back to the LMS for reporting. What is tracked in a SCORM?

They didn't really need tracking of user responses, instead they wanted them to be fun. Note: there are additional rating items such as would use again, vendor responsiveness, etc. And, Quizmaker allows you to track your results with your standards based Learning Management System as Quizmaker output is SCORM and AICC compliant.
