For me, the challenges I face are the time to learn new skills. xAPI has become the valid standard for tracking all types of learning external to the LMS, yet I still haven’t developed a project, even a portfolio piece, using xAPI. They may be aware of xAPI or cmi5 but are not ready to shift.

Currently, someone can be a 4 th edition adopter but * not* certified. [3]. Now, with the introduction of Tin Can API it seems certain that its adoption rate will decline even further. Low adoption. The end result was low adoption from vendors and instructional designers. Reasons SCORM 2004 Failed. Technology shift.
