I wonder about this, for scaffolding is important for the effectiveness of resources that are used. When Instructional designers are employed to assist organizations a lot more analysis needs to happen. Wed need time sheet data and a breakdown of time spent on each task to do that analysis properly.

People know how to read and when packaged well articles can be pretty effective when combined with appropriate media activities, presentations, and practice opportunities. They do this well.
