There are some good ones out there, and from a learning system standpoint some vendors in the B2B/B2C market are adding this capability. One e-learning vendor who has as part of their assessment solutions has an online proctoring component is Questionmark. They can integrate with any learning system out there.

Assessment tools including Online Testing Tools (even online proctoring) (ProProfs, ClassMarker, Questionmark). Learning Engagement Platforms (Degreed). Web conferencing tools (aka virtual learning classrooms, webinars). I’ve seen courses that cost over 100K to build, and they come out as garbage. Still strong.

Yes they offer some features for free, but the paid version looks exactly like any other social learning system that uses the FB like page. I had a great conversation with them and after their pitch, explained in detail that this many systems do the same thing, if not a tad more then they do. Nothing that blew me away.
