Implementing his model does not include gathering data that would address program improvement efforts. But it wasn’t. According to McGoldrick, that is where Brinkerhoff’s Success Case Method (SCM) comes in.

We need to let the stakeholders define their expectations for the program. with a post-test to measure learning for the entire program. I can now see how Level 2 can be used to evaluate role-based eLearning and instructor-led training. Kirkpatrick is now saying that we need to start with Level 4.
