Video files not embedding and loading properly on swf publish

I am attempting to embed short (10 sec) video files to a captivate 2019 project and publish it as an swf file. I have tried multiple file types (mp4 and flv), both input variations (event and synchronized) and multiple flash output versions (10.x I have checked to ensure that my flash player is up-to-date in my browser (IE) also.
