Moodle - Whether you like it or not, the system still reigns supreme for free open source. The list is based on a set criteria, that was setup for my report (which lists the top 50). Top 85 Learning Systems for 2020

It does seem like such a large number, but when you realize that there are over 1,300 learning systems around the world, 85 isn’t such a big number. Data migration is not a factor, I mean if that is what is keeping you from jumping from one system to the next, it shouldn’t be. A built-in authoring tool is basic.
