There is something to be said for each option, and I've seen all three methods used in well-respected learning materials. It may be that each method is good for a certain situation.   If you are walking learners through a step-by-step eLearning activity, Method B works very smoothly.

Positives for the Acrobat method are that your reviewers need only Acrobat Reader [you must have Acrobat Standard or Pro] and that your layouts and graphic placements cannot be altered during the review process.
