That strategy is the long pole in the tent - it is the metric that we can measure our actions against. I agree with Mark that there are fairly sizable organizational culture aspects to enterprise adoption of enterprise 2.0 / web 2.0 / eLearning 2.0. And I think it's easy to underestimate that impact.
