So far my personal experience is limited to Toolbook and Articulate as authoring tools. They agreed, and we invested in Articulate.

The world of authoring tools started at the advanced level, Authorware, Toolbook and to an extent DazzlerMax. It was and still is a PowerPoint converter with feature sets. Lectora Online . Storyline 360 is not a 100% cloud based authoring tool, just fyi. Basic 2 Advanced. They all had a learning curve. But it is easy to use.
