Some vendors push heavily on PPT, implying that a great WBT is really a PPT converted to Flash. Flash output – still red hot. Lots of royalty free stock photo options here – you still have to buy the license mind you, but you can find truly “free” without giving credit to anyone and add it.

Open Source Systems – That have to be 100% free to be considered. Extended Enterprise – System must have e-comm, multi-tenet – fully skinnable, additional functionality. That said, across the board for all Big Dog systems, their social learning functionality was weak. Oh, yeah 100% free.

Metacoon – Metacoon 2.0 - 80% of their solution is free, and what rocks about that is that these are some awesome modules. The alumni and career mgt modules might be fee based, hard to tell, but the rest is free. Oh, they offer SaaS for a fee, but you can host it on your own servers for free. Supports Flash and HTML5.
