In Europe, Atlantic Link and Mohive are currently the online tools of preference and both appear to be reliable and extremely easy to use. There's only ever one current version and this can be exported at any time for deployment on an LMS or on CD-ROM.

Good online tools include Atlantic Link and Mohive - mind you, they're not cheap. I worked for several years with a UK tool called Accelerator and experienced first hand how easy it was to work with others to share assets and learning objects and to work together on creating and maintaining materials.
