Post the recession, states cut inflation-adjusted spending on K–12 education by approximately 4% between 2008 and 2013. Now post-secondary tuition fee provides more revenue than public appropriations.

When George Siemens , Dave Cormier and Stephen Downes came up with the concept in 2008, they had a vision of how a “learning design” based on Connectivism could change the face of learning and collaboration. The OER movement was the trigger for the MOOCs then. Into this space enters MOOCs!
