You could use any of the many authoring tools, such as Authorware, but you needed an appropriate player. With the advent of Flash, many authoring tools started creating output that could be played by the Flash player, which meant you didn’t need special software to use the courses (if your IT org would support you having it).

No matter which DVD you buy, it’ll play in your DVD player at home; you don’t need different players to watch different DVDs. Source: ADL cmi5 Specification. There haven’t been tools and guidance for the specification to help drive adoption by vendors. Open source Player Prototype that functions as a cmi5 content player.

Your content player vendor must have an LRS to be conformant. These are all points you want to take into consideration when moving platform vendors. Start by having conversations with your current platform and technology vendors. Customers aren’t leveraging xAPI and cmi5 because their technology vendors don’t support it.
