SCORM was released in 2001 and was quickly adopted by both government and industry. Established in 1993, these standards only focused on CD-ROM based training until 1998, when web-based training was also included. and SCORM 2004. Developed in 1993 as a CD-ROM based standard, online web support was added to its specifications in 1998. In 2001, Version 1.2 That status quo remained until 2004 when (cleverly enough!) SCORM version 2004 was born. In fact, SCORM 2004, 2nd edition, was the official version released in July 2004.

The specification was originally intended for CD-ROM or local file based content, and was updated in 1998 and 1999 to use a protocol known as HACP (HTTP-based AICC/CMI Protocol) to allow it to operate in a Web-based environment. In 1997, the DOD established the ADL Initiative to standardize and modernize training.
