I agree with Mark that there are fairly sizable organizational culture aspects to enterprise adoption of enterprise 2.0 / web 2.0 / eLearning 2.0. His suggestion to hold up on implementing quick wins until we can figure out all the big picture strategy, OD, etc. answers is bad advice.
