Adobe Captivate

I am attempting to embed short (10 sec) video files to a captivate 2019 project and publish it as an swf file. I have tried multiple file types (mp4 and flv), both input variations (event and synchronized) and multiple flash output versions (10.x x), all to no avail. Any ideas as to what may be causing this issue?

Type a search term in the field at the top of the media browser and press Enter. In Form View, go to the Home tab on the ribbon, click the Media drop-down arrow, and choose Video from File.
