What I am seeing is an increase in learning system vendors exploring online/offline synch with the iPad/iPad2 (and yes, Android OS). While there are vendors who offer online/offline synch with their LMSs, they are doing it via a universal app, which is geared towards the screen size of smartphone, rather than a tablet.
