If that's not possible, then start with content that doesn't have the same level of security concerns. Yes that takes work, but it's less work than keeping all the content up-to-date yourself. My suggestion is that you don't really try to sell Yammer or a Wiki or any other kind of tool. Twitter/Yammer is something new.
