The initial learning technology standards came out from the AICC. Several other initiatives include IEEE (which is pretty much the US based effort on electric and electronic technology standards to the international stage), and the IMS efforts from academia. Thus, they were able to come together despite competition.

With the right tools, technology and systems in place (and that takes time!), xAPI was a glimmer in the eye of ADL, Rustici and in particular Ben Clark, who was spearheading Project Tin Can development. Conversely, LTI and other IMS standards were the driving force behind most academic institutions.

Resources authored in eXe can be exported in IMS Content Package, SCORM 1.2, or IMS Common Cartridge formats or as simple self-contained web pages. Wink Wink is a Tutorial and Presentation creation software, primarily aimed at creating tutorials on how to use software (like a tutor for MS-Word/Excel etc). to version 3.6.6

The xAPI specification is better defined than the SCORM API and uses more modern technologies to achieve its goals. Pitched as the “true next generation of SCORM”, ADL have taken over the cmi5 specification (which suggests it will evolve!). The IMS Global Learning Consortium have focused on these standards in particular.

While IMS & IEEE held meetings to get learning content standards nailed down, ADL just put their foot down with SCORM (and US Defense is a big foot), and it pretty much got everyone’s attention. Tags: mobile strategy technology. But it’s having standards that matters. Update: forgot my own punchline.
