The world of authoring tools started at the advanced level, Authorware, Toolbook and to an extent DazzlerMax. You either needed a tech skill set (at least moderate) or authoring tool design/development experience and preferably both. I know plenty of people who work in custom development at places who use these products.

I learned Toolbook and Authorware on my own while in the program. I tend to be the sole ID/developer/whatever in a lot of places where I work. But there are other options out there where you can keep your focus on the macro and let developers and graphic experts execute your vision. Nothing I learned is actually applied today.

This is not the same thing as picking some templates and scenarios and building, rather a strong sim will expect you to have instructional design and e-learning development skills. One sim tool I know costs 25K per license, but the majority of pure sim tools in the market cost way way below that. . If you are new, you can build.

As a developer, the single biggest flaw I have experienced with any testing and reporting methods is the disconnect between the tested project and the feedback given by the testers. When a project is ready for testing the developer can publish the project as a review app. Adobe Captivate 4 addresses this in a wonderful way.
