I think that strategic plans get written and even implementation plans get written (Ive written a couple myself) but then no one from HR is on the writing team so the incentive structure stays the same and may not be a positive vector for hitting those strategic goals. Clarizen is a project collaboration solution that focuses on the execution as opposed to the planning of projects and the overall team adoption rather than only the Project Manager. The one that I find useful is Wrike.

Overall I like the piece but of course there are places where I wold do some edits.like I think I must not have explained well enough who the various teams are within Booz Allen that do gaming so it comes off like I do the board-based wargames that are actually done by our great Modeling and Simulation, Wargaming and Analysis group.
