If your system on your own servers goes down or has bandwidth issues, you are in some minor doo doo, especially when your end users come complaining to the person in charge of training. I am still surprised on how vendors who are offering assessment only tools are staying in the game. Perhaps they are unaware of online authoring systems offering assessment features.
