I am still surprised on how vendors who are offering assessment only tools are staying in the game. Perhaps they are unaware of online authoring systems offering assessment features. Some vendors push heavily on PPT, implying that a great WBT is really a PPT converted to Flash. Vendor adoption is slow. It isn’t.

We still use pens to write things down; and yet humans are still capable of prodigious feats of memory (just remembering all those logins, for a start). Practitioners needed more innovative solutions than the vendors were supplying. Large organizations still have substantial compliance needs. We still have vinyl records.
