I once recall a conversation I had with Skillsoft, before they purchased SumTotal. . Some of are solid (like Biz Library, who will also sell you the LMS separately, albeit overwhelmingly their customer base are courses first, LMS tossed in second). If you are seeking a vendor who “gets it”, then seek out xAPI.

A robust system that contains everything from a perfect score in my learning environment functionaliy to administration (also a perfect score) to content curation, video management (with auto detection FPS) to the ability to accept course standards including xAPI and PENS. Course standard support is only xAPI (thus no SCORM, etc.).

In 2005, PENS was launched by AICC but did not initially gain wide acceptance. You will need help and how well they support their customers (or even during your trial) is a good bench mark. I think xAPI has managed to do that, but I don’t see SCORM disappearing anytime soon. Also get to know how their support team is.
