You could use any of the many authoring tools, such as Authorware, but you needed an appropriate player. With the advent of Flash, many authoring tools started creating output that could be played by the Flash player, which meant you didn’t need special software to use the courses (if your IT org would support you having it).

SCORM stands for Shareable Content Object Reference Model and is a collection of industry standards for elearning courses and LMS systems that support it. There are different levels of SCORM compliance, as some LMS can only read and deliver the course but do not track attendance, scores or save the learner’s progress. SCORM Certified.

There are currently three main publishing standards in the eLearning world: SCORM, AICC, and Tin Can API. (A SCORM (Shared Content Object Reference Model).
