Twitter has APIs, so does Facebook, even Linkedin. However there are vendors who sell their API solution wrapped in a piece of software. Examples: Post your status update in Linkedin and it appears in Twitter. Social Media Solutions that have multiple APIs built in their system, basically they are a mashup in a sense.
