For an LMS to be SCORM-certified, it needs to have passed ADL’s testing process. There are several versions of SCORM, from SCORM 1.0

SCORM was originally developed way back in the 90s by Advanced Distributed Learning (ADL), an initiative of the U.S. Prior to SCORM compliance all of the different departments of the DoD were creating their own online training which could only be used on their own systems, with lots of duplicate content and no interoperability.
