The main reason was that such simulation tools are not always used for developing just any type of learning but focused on training content creation for a specific software application or system.

I don’t find developing software simulations to be particularly rewarding, for example, because there often isn’t a ton of creativity. There are exceptions; some faculty really just want to record lectures, have discussions, and give tests. The choices they make affect how people respond and what videos they see next.
