The shortlist that I currently have for tools that are relatively easy to implement are Elgg, Moodle, Ning, Drupal, Bloom Fire, Buddy Press for wordpress, and Social Engine. Other platforms such as Drupal need more support and expertise. Maybe you want the platform to be hosted on your own server or not.
