There’s evidence of this, for one from the results of research by the Cognitive Technology group at the University of Southern California showing experts can’t access about 70% of what they do! So it’s difficult to get them to provide good support for acquiring skills or understanding.

For example, I worked on a project that was trying to develop some K12 curricula online, to provide support for learners in HS that might not have sufficiently capable learners. And this is in California! The project had started with advanced learners, but recognized that wasn’t the only gap.

I don’t completely align with their approach, but that’s ok, and I regularly cite their lead as a person who’s provided sage advice about doing good learning design. I’ve been aware of CMU’s Open Learning Initiative for a suite of reasons, and their tools for separate reasons. And I think both are good.
