ToolBook authoring tool - this is the DHTML authoring tool used at my company, but prior to this I used TrainerSoft (now Outstart Trainer), which is my preference. Adobe Fireworks - editing graphics. Adobe Flash - creating interactive elements, including animation, games, immersive learning simulations, etc.

This data shows that the Articulate tools, Adobe Captivate and Dreamweaver and Lectora are near the top for elearning course authoring. While tools such as Toolbook and Authorware are down a bit. I was somewhat surprised that my post: Course Authoring and Rapid eLearning Tool Satisfaction didn't generate more interest.

Adobe Captivate

When I first got into designing and developing eLearning, it was around 2004, and the first authoring tool I used was Adobe Captivate 2.0. This authoring tool was Toolbook, and I believe it was version 9. I’ve not actively used Toolbook in many years. Most of what I learned about Toolbook has faded from memory.

Many of these eLearning tools realistically are quite different than what I would consider to be the norm in Rapid eLearning Development tools. Most of these fit into the PowerPoint + Audio and most convert to Flash for delivery. I've also added a couple of links at the bottom to other sources on eLearning Tools that might be helpful.

Also on the horizon, Adobe Captivate is working on HTML5 output and appears to be on the verge of launching a non-beta converter. Tumult Hype and Sencha Animator are animation programs that publish HTML5-friendly output that can stand on its own or be incorporated into programs that allow web objects, such as Lectora and ToolBook.
