Im tired people, so Im only going to say this about 1,000 more times. no but you can measure performance - but people arent selling Performance management systems (those would be PMSs and marketing would NOT let that happen). Sell systems that manage training or resources. Open Source. The Big Question.

We have intranets, we have time entry systems, we have our office productivity apps, we have our browsers, we have LMSs.the problem is that we dont use all these systems all of the time and even when we are using these systems, we are typically not using all the parts of a system every time we access it.
