Since I use Articulate Storyline and Adobe Captivate for my eLearning development, publishing projects as HTML5 would have taken care of his requirement. At that point, it would be a simple matter of adding hotspots and text to the backgrounds to create interactive eLearning. and then publish as SWF, HTML5, or both.

Whenever a comparison of eLearning authoring tools is published, Captivate still is considered to be the best tool for creation of software tutorials. Presenter Video Xpress is an alternative, but I find the editor much too limited. Those are SWF-based but will be converted to MP4 when publishing to HTML5.

I have build an eLearning a few weeks ago and we are running it in Moodle. Now for new clients I wanted to show the eLearning offline on my laptop. I have done this many times with this same eLearning. When I export now, the eLearning stays preloading and nothing will start. So no video issue or what so ever.
