Karl Kapp and I had a fantastic workshop last week at ASTD ICE. It is a board game, though the App Store does have an iPad version of it that you can play as a single player or do pass-and-play format. A player who has been doing well can have the Robber placed on one of his resources, cutting off the flow. Levels of difficulty.

Universal Player – I found this part quite interesting. Oh, you can also have gamification tied to competencies, activities and tasks (if you want).
